United Nations Council Approves Donald Trump's Gaza Initiative
The Security Council has voted to endorse measures advanced by President Trump for securing a lasting peace in Gaza, encompassing the deployment of an international stabilisation force and a eventual path to a independent Palestine.
Broad Approval with Notable Abstentions
This measure was passed by a count of thirteen supporting, with China and Russia declining to cast votes. The US envoy the US ambassador told the UN assembly that it set “a fresh direction in the region for the conflicting parties and all the residents of the area alike”.
Compromise Wording on Palestinian Statehood
The inclusion of references to an self-governing Palestine was the concession the United States offered for backing from the Arab states, who are expected to contribute peacekeepers for the global force.
“Interim measures that we start today must be carried out in adhering to legal norms and honoring Palestinian sovereignty,” James Kariuki affirmed.
Netanyahu's Objection Remains
Nonetheless, on the eve of the UN vote, PM Benjamin Netanyahu reiterated his government’s firm resistance to the creation of a sovereign Palestine, creating uncertainty on whether the Israeli government will accept the implementation of the internationally endorsed measures.
Main Elements of the Resolution
- Immediate lifting of remaining curbs on assistance into the territory
- Establishment of an international stabilisation force
- Progress on reconstruction and a eventual “route to Palestinian sovereignty and sovereignty”
Ambiguous Wording and Conditions
The inclusion to sovereignty was a balanced insertion to an initial US draft which did not mention it. But the phrasing is ambiguous and contingent, promising only that once the Palestinian leadership has implemented reforms and the reconstruction of the territory is under way, “the circumstances may ultimately be in readiness for a realistic route to Palestinian independence and sovereignty.”
International Reaction
The language fell far short of the firm commitment to the creation of a Palestinian state alongside Israel desired by Arab countries, as well as EU representatives, but in statements to the assembly after the approval, envoys from those nations said they were ready to support the settlement in the benefit of prolonging the present ceasefire and prompt actions to provide for and safeguard the millions of Palestinian residents in Gaza.
“Our delegation has finally decided to endorse of this document, a measure that we back its main goal, namely the continuation of the truce and the formation of circumstances allowing the Palestinian people to exercise their immeasurable rights to self-determination and nationhood,” Amar Bendjama stated.
Execution Hurdles
This measure provides overall oversight authority to a “stabilisation committee” led by Donald Trump, but of uncertain membership. This committee has to inform the UN but it is not required to follow the desires of the global organization or by the PA.
Furthermore, it demands the establishment of a specialized Palestinian group that is expected to manage daily administration of the Gaza Strip and the delivery of services, but it is highly uncertain who would take part.
Peacekeeping Unit Mandate
The mandate of the international stabilisation force gives it authority to remove and dissolve armed groups in Gaza, but it is highly uncertain that would-be troop contributors would be willing to engage such factions. Not a single nation has so far committed itself to sending peacekeepers.
Additionally the criteria for changes to the PA, the prerequisite towards moves to a sovereign Palestinian, have been hazy.
European officials said they deemed it necessary that the members of the expert panel to deliver services was determined as promptly.
